Melt the butter in a stockpot, and then sweat the leeks. Add the potatoes, leeks and carrots and cover with chicken stock. Add salt and white pepper, to taste, and simmer for 30 minutes. Puree either in a blender or using a hand blender. Garnish with chives and 3 drops of truffle oil.
