Heat oil in large sauté pan. Add onions and sauté until starting to get light brown in color. Add a little water once or twice to the onions to make them caramelize. Onions will take about 4-6 minutes to caramelize. Remove from heat and add chopped green onions to pan and mix with cooked onions. Let cool (about 15 minutes).
In large bowl, combine all remaining ingredients together: cilantro, sour cream, mayonnaise, and beau monde seasoning. Mix in onion mixture. Refrigerate for at least 1 hour before serving.
